Die Anstalt ist international ausgerichtet und wendet sich an Investoren, welche sich am Tor zu Graubünden mit Industrie-, Gewerbe- und Dienstleistungsunternehmen ansiedeln wollen. Als übergeordneten Rahmen stützt sich die Anstalt auf das Wirtschaftsleitbild des Kantons Graubünden sowie das eigens für die Anstalt entwickelte Leitbild. Die Gemeinden bringen die in ihrem Eigentum befindlichen Grundstücke im Gebiet "Untere-Au, unteres Ried und Riedlöser" in die Anstalt ein. Neben dem Landverkauf und der Abgabe im Baurecht kann die Anstalt Dienstleistungen im Sinne eines Komplettangebotes koordinieren und vermitteln, insbesondere in den Bereichen Planung, Bau, Betrieb und Vermittlung von Finanzierungen und Anlagen.
