Die Volkshochschule Region Rorschach (VHR) bezweckt die Förderung der Jugendlichen- und Erwachsenenbildung durch Kurse, Vorträge, Lehrgänge, Führungen sowie weitere Bildungs- und Informationsveranstaltungen. Zur Erfüllung dieses Zwecks stellt die VHR die hierfür notwendige Infrastruktur sicher. Die VHR kann Immobilien und Liegenschaften erwerben, halten, nutzen, verwalten, bewirtschaften, vermieten sowie veräussern. Die VHR verfolgt weder Erwerbs- noch Selbsthilfezwecke.
